After a lot of playing, I've gotten around this one. I needed to rename
14all.cgi to 14all.pl, and ensure that IIS is using c:\perl.bin\perl.exe
"%s" in the App Mappings.
Hope this is of use to someone else.

mrtg is writing to the rrd files now, and using rrdtool.exe dump ... proves
data is being collected.
Now I need to know how to get the html and graphs working. I admit I am not
a web programmer, and this is probably in the domain of IIS rather than
RRDtool. Anyway, here's what I've done:
1. Installed IIS 4.0
2. Added $cfgfile = '/mrtg-2.8.12/run/mrtg.cfg'; to 14all.cgi.
3. Moved 14all.cgi to c:\inetpub\wwwroot\cgi-bin
4. Ensured the cgi-bin directory has execute permissions in the Microsoft
Management Console.
After that I pointed my web browser to
http://<servername>/cgi-bin/14all.cgi, but I just get a HTTP 403 error from
IE. My web server is definitely working, because it will serve other html
pages from the web site.
Is this what I'm supposed to be doing?
