I had similar problems installing the RRDs.pm.
Editing the "rrdtool-1.0.33/perl-shared/Makefile" that is created after
running "perl Makefile.PL" I had to make the following changes
Edit Makefile
change
CC=gcc --------------before cc
CCCDLFLAGS = -fPIC --------------before -KPIC
OPTIMIZE = -xc --------------before -xo3 -xdepend
LD = gcc can also be ld I think ------------------before cc
