is /usr/local/mrtg-2/bin/rrdcpu.cfg your valid config
file?  If not, is your cgi's name rrdcpu.cgi?  If you
don't declare the config file within the code of
14all.cgi, it'll automatically assume that the MRTG
config file name is [cgi's name].cfg.

I had the same problem when I executed 14all.cgi from
the comman line.  You can enter the config parameter
via the comman line for testing.  Or, if you run the
CGI from the browser, then it should work.   You can
also try passing the cfg parameter via the URL: 
http://.../14all.cgi?cfg=[file name].cfg
