It is designed that way.
Perhaps one way to look at it is that RRD does not store data; it
instead stores databases of values which resulted from calculations on
the inserted data (average, maximum, etc.) and therefore there is no
general way for it to determine what would have resulted if that data
value had been inserted at that time in the past.
