This was a SNAFU on my part. I was using COUNTER when I should/could have
been using GAUGE.
Things are working very nicely now. I have SNMP spitting out loads of data
and my graphs are being generated on the web/cgi as we speak.

Douglas,
As you didn't give specific times in your sample data its a bit
difficult to see how they match to you fetch.
However, if you are using COUNTER, then you would expect
the numbers in the RRD to be
(value at timeX - value at timeX-1)/(timeX - timeX-1).
i.e. what is the rate per second

These numbers are not even close to what I got before? Am I missing
something?
I can't convert these back to anything close to the original numbers.
Here is a little script I wrote to see if I could at least see some
patterns. This basically uses time and a random number. The graphs for the
random number look random but the time is (for the most part) a horizontal
line??
