Duh, this is what my brain parsed from your message.  You didn't write
it (in your original message) so I read it wrong.

I think the second RRA will only be used when you ask for a time
range where every pixel is exactly x days (for values >= 1 day)
*and* where the start and end times are both on a day-boundary
(that's UTC time !!!).

Try rrdtool fetch on your data, select start time 999820800 and
end time start+24h.

Now do the same but select end time 'start+24h15m'.
