You probably understand most of it but yet...

If you can't live with "UTC-midnight" updates, you have to use the
one-hour step size.
It is very simple. If you need an accuracy of one hour, you're going
to store data every hour.
Have you considered daylight saving?
Have you considered servers working for multiple timezones?
Have you considered relocation (to another time zone)?
Have you considered the fact that a month is not a constant?
Or a year (365 days vs. 366 days) ?
