Well, seems to me that 14all.cgi cannot find the needed library.

Make sure that MRTG_lib.pm is present in one of the mentioned directories of
@INC.

Alternatively, you could add another directory manually on the commandline:
perl -I/this/directory/contains/MRTG_lib.pm
