Which UNIX user is executing Apache? If you have set it to the default
which is nobody, this script will not be forked successfully by the httpd
daemon. You would have to set the execute permission for other if nobody
owns the httpd daemon. To save time, try setting the permissions for rdd.cgi
to 555.

The group and owner of apache is apache. So, I made the changes accordingly
to
rrd.cgi as well and chmod it to 540 as suggested. The same errors occurred
as
stated in the previous post.

I had thought it might be the header you had suggested "Context-type:
test/html". However, when I put that line in the rrd.cgi, all that did was
print
that out on the web page itself.
