I can't find any documentation that describes what 14all.cfg should
contain, why, where, etc.  It wasn't part of the tarball, and I haven't
needed one until I tried to use indexmaker.

So it'll create all of those on the fly like normal, right?

So, sounds like all I need is a 14all.cfg file, and this should work.
is that documented somewhere that I missed, or should some mention of it
be made in the existing docs for numbskulls like me :-)
