I have done this, and it's quite simple.
In your HTML form, have a text field saving a string (4h, 4d or 4w
in your case) for the date or time you are interested, send it (or them if
you also want the end time to be changeable) to your CGI script. In your
CGI script, just pass the parameter(s) to your executable (namely rrdtool
graph or RRDs::graph).
Give it a try and good luck.
