step 1: Determine the maximum value for incoming and for outgoing
step 2: Use the determined values inside a HRULE

So: At the first stage you use "rrdtool graph" without graphing elements
but with a PRINT (!!!NOT!!! GPRINT!) command.  The resulting numbers are
then available to your script so you can now create the input for a next
"rrdtool graph" command, this time including the normal graphing functions
and your HRULE commands.
