mrtg takes only one sample of what you are sampling per 5 minutes.
Therefore max = average for the 5 minute samples.

With the other RRA's, ofcourse it is a different story.
Five 300 sec. samples: [1 2 3 4 5] will be consolidated into an average
sample of 3 and a max sample of 5.
