[rrd-users] why does 'rrdtool dump' always showing rows starting at 16:00 ??

Hi,
 
I'm trying to create this rrd:
 
rrdtool create ./moving_aves.rrd -b 1068710400 -s 86400 DS:moving_averages:GAUGE:86400:U:U RRA:LAST:0:1:60
 
After creating this rrd, I did a dump to see what's in it,
and I got:
..etc..
              <database>
                        <!-- 2003-09-14 17:00:00 PDT / 1063584000 --> <row><v> NaN </v></row>
                        <!-- 2003-09-15 17:00:00 PDT / 1063670400 --> <row><v> NaN </v></row>
 ..etc..
..etc..
So why do all the rows created with 5pm timestamps in it ?
