So you update your rrd every 15 minutes.

> DS:load_1min:GAUGE:600:0:500 DS:load_5min:GAUGE:600:0:500 
> DS:load_15min:GAUGE:600:0:500

Yet you defined your heartbeat to be 600 seconds (10 minutes).
That will result in NaN's in your database for sure.

Either update more often or crank up the heartbeats.
