Data is in UTC.  Timezones do not apply until you're going to graph.

Rates that occured at the same time (UTC time) can be overlayed.

Rates that occured at different times (both 09:00 am local time) can,
AFAIK, not be overlayed.  Some proposals have been done. I had to drop
development and to the best of my knowledge nobody picked it up.


Consider what happens to the connection between site A and site B:
If you would graph traffic for both sites in their own local time,
you'd get a peak at (say) 09:00 your local time _and_ a peak at
10:00 your local time (because it was _their_ 09:00 local time).
