I was able to install RRDTool on XP without any problems. Did you run 
the install.cmd that comes with the distribution?

It does the following:

@echo OFF
@echo RRD module for activestate perl 5.8.x
@echo -------------------------------------

cd rrdtool\bindings\perl-shared
call ppm install RRDs.ppd
pause

cd t
perl base.t
pause

/shrug
