Collect every 15 minutes, insert into the database every hour.  

Step could be 900 (900 seconds is 15 minutes) and your heartbeat should
allow for at least 3600 seconds (a bit more to be on the safe side).

The update command can be:

rrdtool update your_db.rrd \
	1126166400:1 \
	1126167300:2 \
	1126168200:3 \
	1126169100:4
