[rrd-users] where is 'NT-BUILD-TIPS.txt'

Hello,
 
I downloaded rrdtool-1.2.15-win32-perl58.zip.
 
In the README-X86-NT file there is a reference to "Some very good advices
are found in the files 'NT-BUILD-TIPS.txt'", but I can not find it for the
life of me.
 
Is this the most recent Windows files?
