XML::Twig has quite a lot of dependencies, I would suggest:

# curl -L cpanmin.us | perl - XML::Twig

that should take care of installing the whole bunch ...

(note cpanm can be run as a normal user so that the install happens
in the home directory and you do not have to infest your production
perl install)
