Yes, that means that you have to compile it yourself from sources…

If you want to avoid building all the dependencies that are required with the latest and greatest release of rrdtool, then try and take that exact same version from source that the rpm is providing - then all dependencies should (hopefully) be fullfilled…

If you want the latest and greatest, then I believe that there are also some scripts that do handle all those dependency installations for you - can not remember what it is called...
