* allow sub millisecond patterns -- Tobi

* report a full link in smokeping alerts
  suggested by "Nipper, Arnold" <arnold at nipper.de>

2002/10/19 -- 1.17
* Change the absolute max possible rtt to 180 seconds when creating
  new rrd files
