I believe the "imgurl" parameter should be a relative path from the 
"cgiurl" location
eg.

imgurl   = ../smoke

cgiurl   = http://X.X.7.198/cgi-bin/smokeping.cgi

where the images would be found at 
http://X.X.7.198/smoke/Cisco1_RTR_2600_mini.png
