[smokeping-users] Gentoo smokeping ebuild submission

I finished up a smokeping ebuild for portage and
Gentoo over the holidays.  For you gentoo users, you
can create a portage overlay and try it out or wait
for the Gentoo team to test and release it.

I used mod_perl 1.99 instead of speedycgi.  Seems to
work, but I don't really know the difference between
them.  I used mod_perl because that was already
available in Gentoo, speedycgi wasn't.
