As a general rule you should not be allowing _any_ access to /root
except for the root user on using shell/console access. Trying to allow
your web server access to that directory is just asking for trouble.
That's also the likely cause of your problem. Unless you have
significantly modified permission for /root or your web server, the web
server doesn't have access to that directory (and it should not).
