make sure .simg/ is writeable by the web server user (usually www or apache):

chown -R apache /var/www/cgi-bin/.simg/*
chmod -R 755 /var/www/cgi-bin/.simg/*

You may need to substitute apache with the ID your web server is running 
under. If you get an error of no such user, try chown -R www. Or, ps -auwx | 
grep httpd to see what user is running apache and use that ID.
