Yes, you got it.

To work around the inefficiency you'd probably have to hack basefork.pm
quite a bit, and I'm not sure if there's anything to be gained.  It
seems to me that multiple RemoteFPing instances work just as well, and
if the length of the config file is a problem, m4 or something like
that should help.
