Hi Vitor,
   
  Just change the ownership of the folder /var/lib/smokeping to apache.
  command for doing so is
  chown -R apache.apache /var/lib/smokeping.
   
  and to be on save side just delete all the files in /var/lib/smokeping(i.e. png and html) folder and then run the services again.
   
  Hope it solves your problem.
