[smokeping-users] Sys-Syslog-0.16

I don't know if this is a universal issue or not, but once I upgraded
to Sys::Syslog v0.16, my smokeping refused to start polling as a
daemon.  It would work in --debug mode, but not with the defaults --
it would act like it was starting, but it would silent die.  I
downgraded back to v0.15 and everything was fine.  I haven't traced in
to see where the issue might exist, but others might want to be on the
lookout for this.  I verified this on two different CentOS
(essentially RedHat Enterprise) machines (one RHEL3 and other RHEL4).
