The error looks like it is caused by directory permissions:

Those directories need to be writable by whatever UID Apache (or whatever
HTTP daemon you're using) runs as on your system. 

You'll want to check all of the following directories (defined in your
SmokePing config file) as well: 
    imgcache = /var/www/smokeping/img
        -> Must be writable by your HTTP daemon UID
    pagedir  = /var/www/smokeping
        -> Must be readable (not writable, content is static) by your HTTP
daemon UID
    datadir  = /var/db/smokeping
        -> Must be writable by the UID the SmokePing daemon runs as and
readable by your HTTP daemon UID
    piddir  = /var/run/smokeping
        -> Must be writable by the UID the SmokePing daemon runs as
