[smokeping-users] Same Scale for all Targets on the Menu Page

Hi,
 
I'd like to have the same y-axis scale for all hosts in the overview page. disable the scaling of the y-axis, if you want so.
 
We have different hosts with different RTT. If all graphs had e.g. a y axis scale from 0 to 2seconds, one could see easily which targets have higher rtts than the others.
 
using max_rtt does not disable scaling, just crops the values.
