[smokeping-users] Configuration Example

I need a little help.  I am very new to smokeping and need help in setting up a specific type of alert.  I want to know how to email myself when latency on a specific link changes from say 14.4 ms to 14.6 ms.  Any pointers will be greatly appreciated.
