So 'dpkg -s smokeping' says version 2.3.6-1 ?

It is not a regular file on your system, it's a directory. Sorry, no idea
what could have hosed your system that bad. Maybe filesystem corruption.

Looking at the Ubuntu 2.3.6-1 build log, the package should definitely
not have a directory there:
