[smokeping-users] hping probe

  Another option would be to use sudo -- allow the smokeping user to 
execute the hping binary with elevated privileges without a password, 
then either modify the probe to use sudo, or write a wrapper script to 
call 'sudo /path/to/hping2 $*'
