Hi Samy,
Please check that the user which runs apache (www-data / apache / httpd :
... ) is able to write in the "data" directory *on the master* -which
should be */var/lib/smokeping/LLor_Core* for you ).
On my server, CentOS 6.2, i added the apache user in the smokeping group
with the usermod command.
Here is the list of my files, permission :
Please take a look at the files which has the extension slave_cache : they
are owned owned by the user apache, not smokeping.
As you can see 2 files have been created for each targets :

And here are the permission i put on the 2 directories on the master :

If you want you can try to do a debug daemon on your master.
