That being said, I have seen it work on Windows. I know of a few people who have done it, but it's not exactly straight forward.

That's correct.  To quote from the documentation on the Smokeping
Website that you obviously haven't read:

"Prerequisites

SmokePing does not stand alone. It relies on various other tools and
services being present. Apart from a Unix OS and a working Perl
installation you need ..."
