By any chance, do you know how can I get fping 3.4 as a debian package?

I'm not sure what could be said to make that clearer?
If you've copied/pasted those commands and it hasn't worked, then it might be that your fping binary is located elsewhere.
Typing 'which fping' should tell you if that's the case.
