What is the best way to implement TCP ping probes?

I would prefer to use hping3.  Can someone tell me where I can get HPing.pm?  All the links I could find return a 404.  Ex-http://www.mail-archive.com/smokeping-users@lists.oetiker.ch/msg01978.html
