[smokeping-users] New User and Trying to setup a Master/Slave topology

The Smokeping user has to be able to WRITE to the in order
for updates to work.  The Apache group needs to be able to
READ the file in order to display the image to a web browser.

chown smokeping:www-data foo-bar.rrd

is perhaps what you want.
