[smokeping-users] Smokeping Master/Slave Permission Problem

Try `chmod 640 smokeping-secrets && chown apache:apache smokeping-secrets`.

I believe it will be rejected if it has permissions that are too open. Also
it is read by the web server. I would change my apache user and group to
smokeping to avoid those confusing details.
