If I understand your problem, you can try using something like for the alert:

Hello everyone,

I configured alerts to my Targets, which is working fine. I also have some backup routers that I monitore so the connection is down and an alert is risen.
But everytime I change the Targets file and restart the smokeping service, the alerts are triggered again.
Is there a way, to restart the service so the already "down" Targets don't trigger an alert again?
