I don't think duplicate ip-adresses can exist on the same net.

I have only experienced it with windows-machines, and when windows sees
somebody else uses its ip-adress, it "backs off" and disconnects from the
network.

The only way you might notice duplicate ip's is if the arp-adress
associated with an ip-adress changes (and then you should disregard
adresses given by dhcp)

You could hack up something only on a machine which has the whole
arp-table, eg. by doing a fping to your entire network. 
You could do it on a machine running "big brother", and doing a diff
between the arp-table on this run, and a stored copy from the last run.

Then firing off a message to the host running bb-pager.
