[mrtg] Error creating socket

[Armen Minassian]

I am novice to mrtg and I have problem.
When I running mrtg I get an error:

Error:
  creating socket: 
SNMPGET Problem for public at 193.232.229.14
SNMPGET: Failed to reach target: "1:public at 193.232.229.14". I tried
multiple times!

What is the mean?
How can I fix it?
