When using snmpwalk, don't specify the instance.  Your query is built
up from the OID and the instance; in this case the instance is 0.

Example: 
snmpwalk -c public 3640rt  .1.3.6.1.4.1.9.10.19.1.1.3  
enterprises.cisco.10.19.1.1.3.0 = Gauge: 1

snmpget -c public 3640rtr .1.3.6.1.4.1.9.10.19.1.1.3.0
enterprises.cisco.10.19.1.1.3.0 = Gauge: 1
