When using snmpwalk, don't specify the instance.  Your query is built
up from the OID and the instance; in this case the instance is 0.

snmpwalk -c public 3640rt  .  
enterprises.cisco. = Gauge: 1

snmpget -c public 3640rtr .
enterprises.cisco. = Gauge: 1
