Just checking ... ... ... My newly created graph does handle this case
correct. The average is approximately 11kbps right now, on all the graphs.

A user is constantly downloading at maximum speed for one hour. This
happens at 64 kbps. All other times this user is offline and the port
is inactive. You are viewing the standard MRTG window of 400 pixels
equals (400 * 5 minutes = ) 33 hours 20 minutes.
Do I understand correctly that you are trying to make MRTG show an
average of 64 kbps on this period? If so: that is wrong. The usage
should be, on average, 1.92 kbps and 3.0 %
What do you try to monitor/log/archive/whatever?
If my assumption in the previous paragraph is correct, you should consider
the following:
When you make the intervals small enough, there will be either 100% usage
or 0% usage. If you skip the 0% you end up with 100%, always.
