[mrtg] can't ip number to ip address

When I try to run mrtg here is the message:

Error:
  can't resolve "24.142.46.1.1" to IP address
SNMPGET Problem for public at 24.142.46.1.1
SNMPGET: Failed to reach target: "-1:public at 24.142.46.1.1::4:2". I tried
multipl
e times!

but... I can use cfgmaker on this community and if I put the wrong community
in for a test it comes back with obvious errors. Wouldn't that rule out a
community problem?

I even have one router  that has the same error for one port but not for the
other port we're monitoring.

I'm trying to figure out how to set the community on this router but <ugh>
we have an odd software version for our equipment so it's a little different
than our docs.
