I think this is how it works but older hands may have a different spin
on it, so 'for what its worth' applies...

MRTG queries interfaces.ifDescr for each interface and writes it to a
file (configname.ok). It then checks the file for differences each time
it polls. If the interface name changes, that will change ifDescr which
will then make MRTG send you a message (either via mail if you're
running it in cron or right to the terminal if you are running manually.
