Actually, assuming you are using ifInOctets and ifOutOctets (the default for
MRTG), you get the number of octets (bytes) transferred since the router
booted up or since the SNMP service started, depending upon the
implementation.  

To get the amount in the last 5 minutes, MRTG keeps track of its last
reading and calculates the difference.  It then divides that by the acutal
time between measurements and graphs that. 

Various options change that behavior, see config.html for details.
