Install the NT Resource Kit.  You will also need to go to
http://www.wtcs.org/snmp4tpc and get the files to compile and create the
perfmib.mib(which is another I forgot to list).

The snmpc4tpc is located: http://www.wtcs.org/snmp4tpc/snmp4nt.htm
