1) negative values are not allowed
2) yes and no.  If your system can handle the load (which I doubt) you
   should be able to monitor every 30 seconds.  However, without some
   tweaking of the config file (look for "not tested very well" in the
   config.txt file) it will still store in 5-minute samples

Both questions can also be answered with: migrate to RRDtool
